Error message says Windows can not start this hardware device because
it's configuration information(in the registry) is damaged or missing.
Code 19.

I have uninstalled the drivers and rebooted. When Windows finds new
hardware and installs it, it pops up a box saying the new hardware is
installed but may not work properly.

It is a Dell Dimesion 4500 with Windows XP Home Edition. The Dell
diagnostics says both Roms are working properly and they are listed
in CMOS.
