CD-ROM & CD-RW Devices Problem

My windows cannot recognise the CD-ROM & the CD-R/W
drives. I checked in device manager and it reported with
error code 19 (Your registry might be corrupted). I tried
to repair the windows but it could not be corrected.
Meanwhile, the BIOS can recognise both the devices without
any problem. Besides re-installing the windows, what else
can I do to recover it? Can anyone help? Thanks a lot!
