A recovery CD is usually available by contacting your computer manufacturer and make a request.

Newer HP's and Compaqs come with a utility already installed to do this.

I know Acer and Compaq have their own utility for creating recovery
disks, other than that you can use Norton Ghost or BootITNG to create
images.
