CD-R drive always reads empty disks as full, won't record

I have just installed a new CD-R drive external USB and
have an existing older CD-R drive already installed. The
old drive (Name ATAPI CD-R/RW 4X4X32) worked fine under
Windows 98 but now that I have XP it is reading all blank
CD's as full and will not record. The new drive (TDK
CDRW481648UED USB Device) is doing the same thing.

BOTH drives will read CD's with any type of content. Any
suggestions? The erase CD option does not show up when it
reads the CD as full. Betty
