CD/R Disabled

When I start my computer an information balloon pops up advising: "Devices
or applications disabled."

When I look at the Device Manager next to PHILIPS CDRW/DVDSCB5265 there is
no yellow warning icon. It appears to have loaded properly. Yet I can no
longer record CDs.

I have searched the following to knowledge base articles but they have not
been helpful:
support.microsoft.com/kb/883775/en-us
msdn2.microsoft.com/en-us/library/ms791690.aspx

Clicking the info balloon when the error occurs takes me to the "Help and
Support Center" which advises me:

"A CD-recording driver is installed that might cause stability problems,
including problems shutting down and problems using a CD/DVD drive. This
driver will be disabled.

This driver might have been installed by Easy CD Creator, Windows Media
Player or RealJukebox. You might not be able to record CDs until you obtain
compatible drivers. "

I have followed their advice to no avail. Does anyone have aideas on this?

Try this:

using windows explorer cruise to the cd drive, right click and select
properties, select the recording tab and ensure the enable cdburning is
checked.
I found that when using Roxio EMC 8, the Roxio Drag and drop created a
conflict with xp's drag and drop when attempting to bring files to the cd to
burn, I disabled Roxios Drag and drop, XP works fine now.
