CD, DVD+RW, USB/Digitalcamera not recognized

The only way I can get my external media to be recognized is by inserting
them and rebooting. Once I remove the cd, dvd, or camera and re-insert it, it
isn't recognized. Windows Explorer asks me to insert a cd into the drive,
although the cd is already inserted. Same with dvd+rw and the f: drive which
is where my camera appears.

Are your USB ports set to turn themselves off when not in use... Device
Manager, USB Controllers, right click and check in the Power Management tab.
