cd/dvd drives wont start

My cd and dvd drives will not work unless I run the pc from start up. If I
am already on the pc and try to play a disc in either drive it will not read
them. If I leave the disc in and restart, the drives will read the cd's
fine. This is a pain to restart evertime you wanna play a disc. Can anybody
please help me?
