cd or DVD drives cause lock up

The operating system will lock up whenever you remove and
re-insert a disk in a cd or dvd drive.
I have changed drives, memory, motherboard, applied all
the updates, latest BIOS for motherboard and cd/dvd
drives, but the operating system still locks up.
I have also tested different DMA settings to no avail.
Has anyone seen this before or does anyone have any
suggestions.
