cd/dvd drive won't autostart

I'm running xp mce on a toshiba notebook. Each time I
install a new program on my computer the auto start
feature on my cd/dvdrom drive fails to operate after the
program is installed; however, the auto start worked fine
when I was installing the program. I can remove the device
by deleting it from the device manager and then restarting
my computer to allow windows to reinstall the drivers for
the drive and it works fine, but I have to do this every
time after I install a new program. Is there a way to
permanately fix this problem?
