CD/DVD does not recognize

Hi:
When I put a brand new CD-RW into CD/DVD drive, a rectangular
box in the middle of the screen, ....
'CD is full or not format, .... insert a new CD, ... '
although the CD-RW is completely 'brand new,' ... never used.

Why does this happen?
Is this related to the CD/DVD driver?

How to fix this problem?

Hi:

Did you try to make a quick delete of the media? Some media or writter needs
to do so, to be recognized.
