I have widows XP Home Edition with SP3 on a Dell 8200 machine. It has two cd
drives; a Samsung DVD-ROM and a SONY CD_RW. I can't get any software e.g.
windows explorer, to see them. When I use Device Manager they are listed and
are considered to be working properly. The only way I can get it to work is
to reboot the machine with a disk in the drive. Then I can get a list of
what's on the CD when
using windows explorer. I've used the trick of using regedit to remove an
upper and lower filter but that doesn't help. I am using Norton 360 if that
matters.

Looks like this is a known issue with Norton 360, see:

Contact Symantec Technical Support since you have already tried deleting the
upper and lower filters to no avail.

Better yet; get rid of everything Norton on your computer. It'll run much
better without all that bloatware.
