CD Drives are detected in BIOS but not in XP

I'm running Windows XP and have a DVD-ROM and a CD-RW. Both are detcted just
fine in BIOS. When I load up XP, I go to device manager and it says the
drivers are installed for both devices but the hardware can't be found. (code
41)

I tried reinstalling drivers, uninstalling the hardware. Nothing is fixing
it. What is the problem?
