CD driver isn't working, PC is acting strange

First off, I'm not very technologically advanced; therefore, please help me
in a computernoob-friendly language. Thanks a lot in advance.

Here are basically what I did / what happened:

- CD driver worked fine a couple days ago. While I hadn't made any changes
to my computer, CD driver has all of a sudden stopped working since
yesterday. When a CD is inserted, it sounds like it's working, but then
nothing shows up even when I go to My Computer to check. It's like the CD
can't be read, eventhough the CDs that I inserted are those that I usually
used and worked earlier. When I open the CD drive in My Computer, another
window is loaded, the window that looks like as though you insert a blank CD
to be written.

- Then I tried to restore my computer to an earlier time. A couple of times.
No result.

- Then I uninstalled the CD driver, hoping that once I restarted my
computer, it would detect the hardware and reinstall it. It did. But the CDs
still couldn't be read by my CD driver.

- I tried a couple different crazy things at this point. Such as using
Advanced Windowscare and/or restoring the computer to another earlier point.

- And now my computer is acting strange. No matter how many windows I open,
none of them is displayed on the toolbar below. And I don't know why.

Please help..?
