CD Drive Reading All Blank CDs as 595MB Instead of Real Size

I have recently got this problem since I reformatted my
computer. Whenever I insert a blank CD into the drive it
says that it has 595MB of free space. All of my CDs are
700MB CDs. This did not occur prior to reformatting.

I have an HP CD writer. It is several years old, but
again the problem has arrisen from reformatting and
reinstalling WindowsXP, not from my hardware.

Any help would be appreciated.
