CD Cache Not Refreshing

Windows XP with all available Service Packs and updates installed is giving
me a strange problem.
I burn a CD and then when i put it into my CD player, it plays but will not
eject. It shows in my computer OK and it can be accessed fine. The only way i
can get the disk out is by using the old paper clip trick. Once the disk is
removed and the drive closed again, the disk is still accessible from My
Computer. It shows the CD name and it is possible to browse the files and
even run a setup.exe with the CD in my hand. It is almost like it is keeping
some cache somewhere but it seems to lock the drive as well.
I have ghosted the drive across to an identical PC and i am still getting
the same issue so not sure if it is Hardware or not. If anybody has any ideas
at all please can they help.
