I don't know why while IMAPI CD Burning service in Services snap-in is stopped, i can still record data to cd's by windows. what is the real function of this service?

It will start if needed to support burning.

Did you try typing "IMAPI CD Burning service" in Google to see what it
comes up with? When I did that, the first web page listed has this:

Manages CD recording using Image Mastering Applications Programming
Interface (IMAPI). If this service is stopped, this computer will be
unable to record CDs. If this service is disabled, any services that
explicitly depend on it will fail to start.

If you would have done this yourself, you would have had your answer in
less than 5 minutes...

But the SECOND link actually explains and answers the question he asked.
