CD Burner Rights to non Admin Users

I have PC's that people will be logging onto as a regular user, a non
administrator that will need the ability to burn CD's. Right now they
cannont "Paste" files to the cd, they are greyed out. Is there a policy I
can try to allow this?

I saw an article that said to enable the security policy to "Restrict CD-Rom
access to locally logged on user only", but that did not work.
