CD burner and DVD player not working with Windows 98 Second Edition

I just tried to connect an external CD burner/DVD player
to my computer (next to an internal CD-rom); however it
does not work. Windows 98 Second edition recognises the
new hardware, however in windows explorer there is no
drive specified for the external CD burner/DVD player,
also in the hardwareproperties there is no drive specified
for it.
Also I have problems when I start the computer with the
external CD burner/DVD player connected to it: I get the
following message:
"An exception 0E has occurred at 0028:C14D3A97 in VxD ---
This was called from 0028:C14EXB35in VxD CDVSD (01) +
00000E65"
I noted a similar message in the knowledge database
(197004) however according to this article this problem
was solved in Windows 98 Second edition (which I have).

Does anybody have any idea on how to get my CD burner/DVD
player working with my computer?
