CD Boot Error

I am trying to troubleshoot a problem on my W2000 PC (fails/freezes/hangs
on boot at about the completion of the progress bar "starting Windows")

My problem is that I get an error as the system boots from the CD.
"An Unexpected Error (402636928) occurred at line 1562 in D:
\nt\private\ntas\boot\setup\arcdisp.c."
"Press any key to continue"
If I press any key to continue, it attempts a floppy boot and then a hard
drive boot, which, of course, fails.
There is an option in the boot sequence from the CD asking to press F6 if I
need special drivers for a raid setup or other configuration, and I've tried
that too, as early as I can hit F6 when the option appears, with the same
error as listed above.
I've burned a copy of my existing install CD, hoping maybe the error was
disk related. I got the exact same error.
The process does seem to be recognizing the keyboard. I have also
disconnected all external peripherals from the back of the computer.
Do I have a defective Install CD? It is a bona fide holographic MS W 2000 Pro
full install (for new computers) CD.
I have also tried to make the 4 boot floppies from this install CD and that
too fails with errors of not being able to find the disk images of the floppies
(they are there).

Are there any third party repair utilities out there that might boot a PC and
allow one to make file and/or directory repairs to the boot drive?

It sounds like RAM problem.
To exclude CDROM drive itself and IDE channel (motherboard) boot into DOS
with CD support and read any CD content, boot from W98 cd rom etc.
