Cd and Dvd Roms keep changing drive letters

I have a cd burner that i have set to drive "f" , my dvd burner is set to
drive "e" , but many times after a reboot they reverse drive letters and i
have to go back in and change them back.

How can i stop this from happening?

The dvd drive is SATA and the cd drive is IDE , would this make a
difference?
