cd and dvd drive recognition

Windows 2000 Pro has suddenly stopped recognsing both
cd_rom and cd writer drives. Drive manager give an error
31 code, and there is an exclamation mark beside both
drives. They are both on the secondary IDE controller,
and have worked for years. I have uninstalled both
several times to no avail, and on boot up the system
recognizes them but Win dows does not. Their drive
letters are 'P' and 'Q'.
