I hear a lot about cascading style sheets.
Where is that option in FP2003 and how do I go about using it.

File | New | More page templates | Style sheets.

However you should take a look at Topstyle instead. It is the best
Stylesheet editor there is.
http://www.bradsoft.com/topstyle/

There are a light version that is free.

Is the best way to use the Lite version with FP to configure the editor
for css files to use Topstyle Lite?
