What causes a Stuck Read Reciept

I am having multiple computers that are in the same company with stuck read
receipts. I use the MS program to clear out the read receipt and later the
same user is having the problem again. Sending Message 1 of 1 but there is no
message in the Outbox. 10 out of the 15 people have came to me with this
issue. Is something going around?

Do they have multiple accounts configured?
I'd recommend to leave the receipt option set to "Ask".

They only have one pop account configured, and I have switched the always ask
before sending a read receipt to enabled.

They only have one account configured.
I have turned off the automatic response for read receipt had have it set to
Ask.
I called the hosting company (Godaddy) and they don't think it is a problem
with there hosting because it is never leaving Outlook.
I think I am going to change the hosting companies just to test because it
is very weird that it is happening to mulitple people in the same domain.
