What program or windows component that creates temporary files, cookies &
history in c:\windows\temp?
I see this also under Documents & Settings\User Name\Local Settings\ also.
Does Microsoft Net Framework 1.1 cause this? Is it necessarily to have this
installed?

I can manually delete it in windows\temp but after a few days it appears
again.

There is no "documented" cause, I've seen it happen a few times
when a user has restarted in Safe Mode .....

Possibly your cache folder is corrupt:
