I tried to create custom categories with colors and custom names, but after
shutting down and restarting outlook, all the colors were blank and the
labels were described as "not in the master category list".

The Microsoft website states that the master category list is not a part of
Outlook 2007. I tried again with the default categories/colors and just
renamed them, but the same thing happened.

How do I get the categories to stay?

What's your default mail account?

See if this helps: Right click the top folder of the store (for instance,
'Personal Folders'), choose Properties, then click 'Upgrade to Color
Categories'.
