BUT

My hard drive was dying and our IT department has already installed a new
hard drive. I have the old hard drive as well. Is the Master Category List
gone since I am essentially using a new computer and searching the old hard
drive?

The master category list for Outlook is in the Windows registry; see http://www.slipstick.com/outlook/olcat.htm . Unless you backed up that registry key by itself, you might as well start rebuilding it.
