I found the suggestion below in another forum. It didn't work for me, but
apparently has for many others. Good luck...!!
It is stuck in a loop because there is a folder in a PST or OST file that is
corrupted. Fixing the corruption not only got rid of the renaming category
loop - but also sped up Outlook startup times.
Look at all the folders that you have in the mail folders pane on the left.
I have multiple PST files open - so for me there are lots of folders. To find
out which one is corrupt and needs fixing - I right clicked each folder and
selected "Properties" and then "Folder Size". The folder that is corrupt will
return error for folder size.
Once you have found the corrupted folder, select properties -> advanced to
find out the file name and location of the PST file.
Then run scanpst.exe (or scanost.exe if it is an OST file) to fix it.
