Is there a way of allowing a cascading menu cross into a
second frame. I want to be able to keep a cascading (or
drop-down) menu at the top of my page for navigating
purposes.

No. DHTML menus are part of the page that displays them,
and no page can display content outside the frame it
occupies.

There is a javascript menu that crosses frames - check out
http://www.burmees.nl/menu/menus.htm

On this page, there is an option for dowloading and installing a menu that
works within a frameset. It's the only DHTML menu I've seen that can
successfully work across frames.
