Capturing and Previewing Video Issue

When capturing video from my vcr, I get a narrow horizontal strip at the
bottom of the video (when previewing and after capturing). It is not a solid
black strip, but shows part of the movie. It's like the screen has been
shifted upward and the top of the movie is showing at the bottom. This is a
very narrow strip, but an annoying one at that. This does not happen when
viewing vhs videos from my vcr through my tv, but only when capturing. How
can I get rid of this?

It sounds like it is the analogue signal getting distorted. Only way to get
rid of it is getting a really high end vcr, which will lock the signal, but
then if the tape is wearing out, even this may not work.
