Capture Problems - Video Device is Currently in Use

When I try to capture from a video device I get the following error message:
"The video device is currently in use. Close any other application that is
using the device and try again."

Movie Maker is the only application open so I don't understand the error. I
am using Movie Maker 2.1 on a Toshiba P20-QR7 laptop (Windows XP Media
Center) with a Toshiba USB2 TV Tuner MPEG Encoder. I can capture video
without any problems using WinDVD but not Movie Maker. Any suggestions?

Movie Maker doesn't work with MPEG-2 capture devices like TV Tuners..... I
have a Toshiba laptop with a TV tuner and can't use it to capture from.

It's best to convert the captured MPEG-2 files to AVI and use the AVI
file.... see the Importing Source Files > Video > MPEG-2 page of my site.

We are getting the same messages when trying to capture video.
Being - The device is not responding,close applications
When clicking ok - Getting- The video device cannot be used at this time
because error when starting device.

I have a Gateway 500XL Media Center running Windows XP Pro.
P4 CPU, 3.20GHz and 512MB of RAM
Windows Movie Maker 2.1 was already installed on the computer but, I cannot
get it to work!
