Is there a way to detect when a user expands or collapses an outline level?
I don't see a specific event corresponding to this. If not, any suggestions
for a workaround?

Perhaps you could check the "OutlineLevel" property of the rows in question.

I could do only that if there is some (any) event that get fired when an
outline level is expanded or collapsed. In the absence of such an event, I
have no idea when to execute the code checking the outline level.
