I'm going to write COM addin to secure my MS Outlook,
for example filtring attachment extensions, filtring HTML
message parts etc.

Where can I found some step-by-step procedure, how to create addin
that will only capture such events?

First, go to the Resources page at www.microeye.com and download the
ItemsCB COM addin sample written in VB6. It shows COM addin best
practices and a lot of other things. Then go look over the code
samples at http://www.slipstick.com/dev/comaddins.htm
