While working in Outlook as I attempt to send, there is a pop up window
"Windows Installer" which then says "Preparing to Install" then another
window opens with the header "CIB" and its message is "Please wait while
windows configures CIB".
At that point, another window pops up with "Setup", "This MSI must be
launched through setup. I have to click on 6 repeating windows to finally
cancel it. HELP Please?!

Reinstall or uninstall whatever CIB refers to. Sounds like an addin to me.

That is my confusion. I have no idea what it refers to. The error messages,
as received, have been typed in their entirety. What is an addin?

An addin is an application that integrates with another application to
extend or modify its functionality.
You can remove them just like any other software via Control Panel->
Add/Remove Programs

Ahhh, my grandson got a Zune for Christmas and downloaded the program to my
computer. The error messages began following that download. I don't want to
take his program off the computer because he has put a lot of CDs on it and
continues to update from here. Any other suggestion about how I can resolve
the pop ups issue than removing his program? Thanks, Roady I appreciate your
trying to help me.

You can uninstall the application and then install it again. In general it
should not affect any settings of the application but that can be different
for any application. You can ask in a Zune newsgroup for more details on
their specific application.
