There is no need to disable this options and it is actually recommended to
leave this option on. Outlook will display an Infobar if it blocked any
images. If that Infobar is not being displayed, then you have a
configuration issue on your machine.
Which version of Windows and Internet Explorer are you using? I assume you
are using Outlook 2007?
Clear your Outlook Temp folder and see if that solves it;
