Can't view images

I have a user using outlook 2003, they are unable to view images.. all they
get is the red x place holder.. but when they forward the message the images
show up.

I have unchecked the don't download images.. but still that didn't seem to
help..

Any thoughts..

Usually clearing out the OLK* folder in Temporary Internet Files fixes this.
