Flash is installed, and no matter how many times I reinstall the latest
version from the , it never allows me to view a flash site. I can't get past
a 'you need Flash' type of message.

And the last time I reinstalled it from Adobe, it installed an unwanted IE
toolbar that I had to uninstall. Still no Flash!

Which browser? I found to get it to work in Firefox I had to install Flash
via IE7, no matter how many times I tried it would not work through Firefox.

I had that problem when I forst installed Vista. You'll have todo some
editing in the tools-internet options-security-trusted zone, then put
sites that you want to view flash in into that trusted zone.

Vista is just sooooooo secure that nothing runs. Even the flash stuff
on the MS-NBC site wouldn't work "out of the box".

Try this - It worked for me:
Problems with Macromedia Flash and being informed that it was not installed:
Vista (32bit) go to C:\Windows\System32\Macromed folder
Vista(64bit) go to C:\Windows\SysWOW64\Macromed folder
open the folder and right click on FlashUtil9b.exe, then click run as
administrator.
The flash player installer should now start and once it completes, flash
player should work fine and appear on the uninstall or change program list.
This issue is related to how Windows Vista's security features prevent
applications from changing registry settings (even if you are logged in as an
administrator) you must explicitly allow programs to make certain changes to
the registry.
