Solved the immediate problem but don't know why it
happened. With nothing else to do, I looked at my restore
points, picked one from a week earlier that had no up-
dates or additons, just a Windows regularly scheduled
checkpoint, and got back the ability to access the
properties of my network connections. Praise be XP Pro and
checkpoints.
Still curious if anyone knows what conditions would lock
an administrator out of altering existing or adding new
network connections.
