Can't Verify publisher

"Windows has blocked this software because it can't verify the publisher".
I use IE7 to browse a connection on my Lan and as a result, the browser trys
to run a DVROcx.cab file. This works fine on a WinXP system but can not
make it do it on Vista. I am using Windows firewall and see no options to
make an exception to run a *.cab type file. Any ideas appreciated.
