can't verify integrity of update.inf

in this continued saga, unfortunately, I still can't apply security update
to an XP Pro 32 bit running on Athlon 64.

Secured website surfing is no longer a problem. neither is running signed
application. I had to go through a long list of deleting/renaming some
catalog files, re-registering DLLs to get rid of that. Re article on damaged
windows catalog. reboot

problems I am still facing: are
- hung update at the installation status of "Downloading Security Update
for Windows XP (KB911927) (update 1 of 4)... "
and preparing for download progress bar of about somewhere between 1/5 to
1/4 complete.
..
- integrity of update.inf can't be verified when I tried to bypass the
security update and install directly the corresponding KBs.downloaded
manually/ I tried an article's manual extraction and execution method but I
still get the same error message

I am at wits end after all the searching.
Please help

Hi,

See if running the batch file fixdb.bat that I have created helps:

Look for fixdb.bat under "Error 0x800710D9 Unable to read from
or write to the database". Download and run it.

what causes "The RPC server is unavailable." how to fix that?
the service for Remote Procedure Call (RPC) is started and is automatic

I even make sure Remote Procedure Call (RPC) Locator is started.
this does not require net bios helper, or does it?

cant update even manually by KB
I got in teh setupapi.log:

#E361 An unsigned or incorrectly signed file
"e:\tmp\z\913446\update\KB913446.cat" will be installed (Policy=Ignore).
Error 1722: The RPC server is unavailable.
