Cant use usb saving devices

When I try to use usb storage device I get message parameters not correct.

The computer does not recognise the device although it appears to be loaded
as it appears when I click safely remove hardware, then I get message that
it is safe to remove,

anybody got any ideas

what type storage device is it?
it has never worked?
