Can't use USB 2.0 External Hard Drive

PC: Dell 4600 2.66 GHz w/512MB
OS: XP Pro

Have USB 2.0 Enclosure containing (internal) Maxtor 80 GB
hard drive.

This configuration works fine with my old Dell XPS450
computer using its USB 1.0 connection.

When I plug into new computer via USB 2.0 port, I get a
message "USB Device Not Recognized. One of the USB
devices attached to this computer has malfunctioned" and
the drive will not install.

What am I doing wrong?
