i can't use command prompt because of some administrator HELP!

every time i open command prompt these letters comes up
what is wrong???but i am the only one who use this
computer

Download Dougs Security console from his web site below:

http://www.dougknox.com/xp/utils/xp_securityconsole.htm

Load it up and go to the "System Security" options, and
see if the "Disable Command Prompt" is checked, if it is,
uncheck it and click Apply, if it's not then you may have
some other issues and post back.
