Cant use Add/Remove programs utility

When I try to remove programs using the Add/Remove programs in control panel the HD spins up and the screen appears asking me to wait while the list is compiled but nothing happens (I left it overnight last night but still no joy!). When I cancel the operation the HD continues to spin and the computer runs much slower until I re-boot. Any ideas
