Are you sure you checked the "include subwebs"?

I converted a folder to a subweb. Now when I try to upload it (file, publish,
etc) it doesn't work. Nothing transfers to my online site.

no problem,
you'll have to make sure the publish web dialog box has the "publish
subwebs" checkbox checked.

what version of FrontPage are you using?
