Can't update Windows/Script Errors

I am having two issues. One is just a nuisance:

Whenever IE (v.6) is open, I continually get "Internet Explorer" error boxes
popping up. They say "Scripts are usually safe. Do you want to allow scripts
to run? Yes, or No"

I have all my "scripting" options enabled. It makes no difference what I
click--yes, no, or just closing the box. I wish I could stop these things!

And, two:
I cannot update my Windows. At all. The latest attempt was to update the
daylight savings time. I get an error web page, saying that my browser does
not enable scripting. I have followed every instruction, to no avail.

My options are to ENABLE scripting! Any helpful info will be appreciated
greatly.
