Can't update. Database or object is read-only. (Error 3027)

When I try to add users in Microsoft Access security tab I
keep getting the message above. I did it with a previous
version years ago and with Access 2000 but Access 97 just
keeps indicating that the database is read only and i've
checked everything possible to make sure it's not. Can
anyone help or point me in the right direction?
