Can't turn off sticky keys and filter keys or accessabilty feature

help
I have created a monster. I turned on accessabilty options only to find out
it has taken over my computer.

Please help me turn off sticky keys and filter keys

Control Panel (classic view)> Accessibility Options. For both (Filter Keys
and Sticky Keys), uncheck the box to use the feature. Most important, click
the Settings button and uncheck the box to use the keyboard shortcut to
restart these options.
