I can't turn off junk email filtering

I set the Junk Email option to "No Automatic Filtering" in Outlook 2007. This
option stays set even when I close and re-open Outlook in the same windows
session. However, after I shut down and restart my PC after which it is
magically reset to "Low".

I suspect a registry key is not being saved.

Any ideas?
