can't turn off IMAP send/receive

I'm using Outlook 2003 SP2 on Windows XP SP2, and I can't seem to turn off
send/receive. I want to turn off this persistent connection because Outlook
becomes so slow that it's really unusable. I have about 250 items in my IMAP
inbox, and if I check the folder properties in Outlook, it's about 9.7MB
(with the Inbox being about 8.3 MB). The PST file for the IMAP account is
25MB.

I have gone to Tools | Send/Receive | Send/Receive Settings and checked
Disable Scheduled Send/Receive.

I have also gone to Tools | Options | Mail Setup and unchecked "send
immediately when connected," and under the Send/Receive button, I unchecked
"Schedule an automatic send/receive every XX minutes." I did this in both
"setting for group 'All Accounts'" and for "when Outlook is Offline"
sections at the bottom of the dialog. I left the option to "include this
group in send/receive (F9)" checked in both sections.

I selected Group Name 'All Accounts' in the top part of that dialog box
(where it says "online and offline" underneath the send/receive heading),
clicked the Edit button, and unchecked "get folder unread count" for the
IMAP account. (I also have a POP3 Earthlink account that doesn't seem to
cause me any problems). I left the option for "included selected account in
this group" and "send mail items" both checked. Only Inbox is checked in the
"check folders from the selected account to include in send/receive, and
"download headers only" is specified for it.

I *think* that unchecking the scheduled send/receive in the mail setup and
disabling it in the send/receive settings on the main toolbar should disable
automatic send/receives, and I should have to manually check for email. And
all the stuff I've read seems to indicate it should, too. But the mail is
all still coming down the pipe automatically, and Outlook pretty much locks
up while that's happening. What's the deal? What am I doing wrong?
