Can't submit a cert request using "Advanced Certificate Requests" form

Issue:
we have a domain setup where we Could not request certificate through
"Advanced Certificate Requests" form. We have even tried applying the
securiy fix Q323172.
After applying this fix we could enroll certificate using "User
Certificate Request" form. But "Advanced Certificate Requests" form
certrqma.asp is hanging.

Setup:
=======
domain controller: Windows 2000 Advanced server, SP3 with securiy fix
Q323172.
CA: Microsoft CA.
